ASPILUKI - The Indonesian Telematics Software Association
Aspiluki as an association consists of companies in the software and IT services industry. Established in 1990, it has over 65 registered members, representative of large multinationals and local Indonesian IT companies large and small, located in many cities around Indonesia. The initial mission was to create a conducive business environment in order to develop a healthy industry of software and IT services in Indonesia. The association has been actively involved with copyright protection programs and fighting software piracy, by working with government and law enforcement agencies. It is also focusing on government policies and regulations to promote IT in general and software utilization in particular. In 2002, the association was assigned to formulate the Application Framework for Indonesian E-government. Aspiluki also contributes in defining the national standard for competency in the area of software development. Besides the domestic activities, Aspiluki continues to promote international cooperation by actively participating as a member of ASOCIO. Aspiluki has hosted several events: the ASOCIO Officers meeting, the Korea Indonesia ITC Forum, the Indonesian APICTA (Asia Pacific ICT Award), where Indonesian software developer received prestigious awards for their innovation both in country and in the regional level.

“The world has witnessed that since the inclusion of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement) as one of the agreements of the WTO, intellectual property rights have become one of the key elements of the world economy. The rapid advance of technology, particularly in the field of information and communication has made intellectual property rights more and more important. Further, intellectual property rights have become unavoidable in relation to human interactions and the relation between nations.
Intellectual property rights are basically a very logical and simple concept. An achievement made by someone, which is useful of the community, receives an appropriate compensation. Only in such a way a conducive environment for inventions, creations, designs and other forms of intellectual property rights comes into existence. Further, intellectual property rights are private in nature. However, it must be remembered that intellectual property will only have a meaning if it has been materialized in the form of a product in the market, used in the cycle of supply and demand, and therefore plays a role in the economy.
Realizing the need for recognition of creative works of human intellect and the great importance of the protection of intellectual property rights, the Government of Indonesia has taken a number of significant measures in establishing and improving the intellectual property rights system in the country, taking into account its international obligations as prescribed in the TRIPS Agreement. These measures include revising the existing intellectual property laws and enacting laws on the new fields of intellectual property rights, strengthening the administration and capacity of the intellectual property office, and improving the awareness and understanding of the public on the importance of the intellectual property system, and fostering of closer and mutual cooperation with foreign intellectual property organizations.
With regard to the strengthening the administration and capacity of the intellectual property office, the Directorate General of Intellectual Property Rights of the Ministry of Justice and Human Rights as the government institution responsible for administering the intellectual property rights system in the country has also been working on the establishment of an integrated automation system coordinated by the Directorate of Information Technology. One of the priorities of the information technology program is the development of an internet website to disseminate”
